This Victor is the the son of Victor and Marie.

His family has been repeatedly told he's not taking his meds and admits it. His family also says to call the police on him. It's a shame, they've abandoned him except for one brother checking in on him and giving him cigarrettes, which isn't a great idea since the fire department has been to the house a couple times in recent years because he fell asleep with a cigarette and lit his blankets on fire.
