Dave is right. You see people littering all the time around here - whether it's the pedestrians or the drivers tossing trash out of their cars. The other day we watched a U of Arts security guard walking down 13th St: he unwrapped his candy bar and dropped the wrapper in the gutter without a 2nd thought. WashWestMom gave him an earful., but i doubt it will change his behavior.
